Evolution of public management: from New Public Management to network governance

Abstract

The paper presents the most effectual models of public management which became a comprehensive theory for now. Answering to the problems of traditional bureaucracy, the New Public Management (NPM) was the first, wide-spread public management movement which was chosen by several governments to implement public administration reform. The failure of the NPM triggered the birth of new trends. Among them it is worth mentioning the theories of neo-Weberian state and public governance. One of the variations of the latter, called network governance appears the newest stream in the modernization of public administration in the developed countries.
